While on patrol, Officers observed a vehicle traveling eastbound on Third Street and did proceed through the red light at the intersection of Third and Main. After conducting a traffic stop on Franklin Avenue, it was discovered that the operator, 25 year old Javier J. Cartagena of Rochester, did not possess a valid New York State driver’s license and that his driving privileges had been suspended 37 times on 17 different dates. Cartagena was also operating a vehicle which displayed switched registration plates. Cartagena was taken into custody for Felony Aggravated Unlicensed Operation in the First Degree and several other traffic infractions and transported to Dunkirk Police Headquarters. The subject was arraigned and remanded to Chautauqua County Jail.
