On Sunday, September 18th, 2016, at approximately 8:20 PM, Officers responded to Maple Avenue near Grant Avenue for a report of a large fight in the roadway. On arrival, Officers observed a minivan stopped in the northbound lane, blocking vehicular traffic. Multiple subjects were engaged in a physical altercation in the area, with several onlookers standing in the street and on the sidewalk. Officers on scene broke up the altercation, taking Jose Figueroa, 36, of Maple Avenue, Dunkirk into custody on outstanding warrants out of the City of Jamestown. Elaine Herrera-Concepcion, 28, of Deer Street, Dunkirk, was also taken into custody on an outstanding violation of probation warrant. Herrera-Concepcion was additionally charged with Criminal Contempt in the second degree and disorderly conduct. The crowd was dispersed shortly after and traffic returned to normal. Charges are pending against a third subject involved in the altercation.
