On Saturday December 31st, 2016 at about 12:15 P.M., Officers of the Dunkirk Police Department executed a vehicle and traffic stop on a vehicle travelling on Lake Shore Dr. East for suspected improper license plates. The operator, George L. Santana, age 23, gave police a fictitious name and could not produce proper identification. The passenger, Frances Flores-Pabellon, age 23, produced identification and was found to be a fugitive from justice, having outstanding Felony warrants in Puerto Rico for Dangerous Drugs. Both were transported to Police Headquarters for further investigation. George L. Santana was positively identified through fingerprints and was found to also be a fugitive from justice, having an outstanding Felony warrant in Puerto Rico for Attempted Aggravated Murder of a Police Officer. Santana was additionally charged with False Personation, Possession of Burglars Tools, Improper Plates, and Unlicensed Operation. Both were arraigned in Dunkirk City Court by Judge John Kuzdale and held without bail in Chautauqua County Jail pending extradition process.
