After receiving complaints from neighbors using the “Nextdoor” social media site the police department participates in, City of Dunkirk police were monitoring any suspicious activity at a vacant house on E Talcott St. On Friday, April 21, 2017, at about 5:45 PM, while in the area officers came across a suspicious subject. That subject gave officers a false name and date of birth several times. After further investigation, it was determined that the subject was in fact Angel M. Soto-Alvarez, 27, of Dunkirk, NY and he had an active warrant for a violation of his conditional release. Soto-Alvarez was taken into custody and transported to Dunkirk Police Headquarters. While booking Soto-Alvarez, officers located several hypodermic needles and drug paraphernalia associated with it. In addition to the warrant, Soto-Alvarez is also charged with False Personation and Criminally Possessing a Hypodermic Needle.
