Officers responded to the report of a reckless operator in the area of Columbus Ave., East Fourth Street and Park Avenue around 1:50 PM on October 19, 2016.    Upon officers arrival the defendant,  Jorge I. Rivas-Serrano, of 283 Chad Brown St, Apt D, Providence, RI, was found on a motorcycle on the 400 block of Columbus Ave spinning the rear wheel of the motorcycle.    Upon seeing the officers the defendant fled on the motorcycle. The subject led police on a chase which eventually ended back at 424 Columbus Ave.   Subject then fled on foot from the motorcycle. Upon checking the motorcycle it was discovered as a stolen motor vehicle from Boston Massachusetts.    The defendant was charged with Penal Law charges of criminal possession of stolen property in the 5th degree, unlawful fleeing a police officer, unauthorized use of a motor vehicle in the 3rd degree, and resisting arrest along with Vehicle and Traffic charges of reckless operating and twenty nine other V&T violations.
